The study on asymmetrical devolution : the case of Scotland

本文研究了英国的领土政治，阐明了不对称权力下放的意义和问题。西洛锡安问题引起当代英国政治兴趣的原因可以描述如下。自权力下放以来，各地区之间人均公共支出的差异和各地区之间公共服务的差异已经显现出来。不对称的权力下放提出了一个问题，即如何整合英国并维持作为福利国家基础的社会公民权概念。它对欧盟的管理结构提出了挑战。

This study investigates territorial politics of United Kingdom and clarified the meanings and problems to which attribute asymmetrical devolution. The reasons why the West Lothian Question raises the interest of contemporary UK politics can be described as follows. The difference of public expenditure per capita between territories and the disparities of public services between them have been realised since devolution. Asymmetrical devolution raised question on how to integrate the United Kingdom and maintain the concept of social citizenship rights as a foundation of welfare state. It has aroused the challenge to the governing structure of the Union.
