There are existing frameworks and mechanisms to facilitate for-credit(short-term) exchange in Asia and/or ASEAN. In fact, these systems have had certain impacts on student mobility. However, in the cases of Thailand, Singapore and Malaysia, their international student policies do not put high priority on for-credit(short-term) exchange which could be enhanced by the existing frameworks and mechanisms. It was also noticed that there is no strong consensus in these countries to produce ASEAN talents through student exchange despite of the ASEAN integration plan in 2015.Thus, there are certain discrepancies between the regional frameworks for exchange and national policies on international students.

现有框架和机制促进亚洲和/或东盟的信贷（短期）交换。事实上，这些制度对学生的流动性产生了一定的影响。然而，在泰国、新加坡和马来西亚的情况下，他们的国际学生政策并没有高度重视学分（短期）交换，这可以通过现有的框架和机制得到加强。会议还注意到，尽管东盟一体化计划已于2015年启动，但这些国家在通过学生交换培养东盟人才方面没有形成强烈共识。因此，区域交流框架与国家国际学生政策之间存在一定的差异。
