项目摘要

本研究は、農村部が中国の保健医療システムの最も弱い一環であり、サーベイランス整備と新型インフルエンザ対策が立ち遅れることに着目し、今後保健医療領域における広範な応用が期待されるGISを利用して、疫学と社会科学の視点から中国農村部の住環境とサーベイランスの全体像を考察することによって、中国保健医療改革に重要な課題の一つである健全な公共衛生体制の構築に貢献することを目標としている。本年度の研究活動は前年度を引き続き、農村部のパンデミック準備と公共健康管理の現状を把握するために、農村部にもっとも密着する県レベル(county)のCDCの公共健康危機応対能力の評価指標について、2セットのDelphi法による専門家へのアンケート調査を行った。その結果によって、危機応対に向ける情報システムの構築、技術力、資源の蓄積、管理能力、外部による援助を獲得する能力という5点24項目の評価指標を開発して、それをもって山東省の各県の公共健康危機応対能力を評価した。各県の点数を地理情報システムに入力して、前年度で実施した調査の内容を統合した。こうして、山東省の各地域において、サーベイランス整備と新型インフルエンザなどの感染症及び公共健康危機対策に向けて優先すべき政策課題を政府関係者に提案した。

This study aims to explore the most vulnerable link in China's rural health care system, including the development of a new type of health care system, and the development of a new type of health care system.
