本研究は,カンボジアのメコン河氾濫原で行われているトムノップ灌漑に焦点を当て,その運営・管理における「共同」のありかたを今日のカンボジア農村を取り巻く自然,社会経済的状況や人びとの行為を支える文化とのかかわりにおいて理解することを目的とする。平成22年度は,前年度までに一次資料および二次資料から得た情報に基づき下記(1)の学術論文の執筆を行った。また,科学研究費補助金(特別研究員奨励費)によって調査地における補足調査を行い,下記(2)の論文執筆を進めた。(1)平成23年3月に,「トムノップ受益者集団の組織と機能-カンボジア農村における灌漑をめぐる住民組織の事例研究-」と題した学術論文を『東南アジア研究』に投稿し,現在査読中である。同論文では,調査地にある複数のトムノップ受益者集団の組織の特徴と集合的行為の実態を示すことにより,各集団がリーダーによるメンバーの統率・指揮,全員参加の話し合いによる集団的意思決定および規律やルールの形成・順守に基づいて運営され,これによって用水の確保・分配と施設の維持管理という機能を果たしていることを明らかにした。近年,カンボジア農村には伝統的にさまざまな住民組織が存在することが明らかにされているが,灌漑や資源管理に関する在来の組織集団に焦点を当てた研究はこれまでに皆無であり,本研究はその実態をはじめて明らかにしたものである。(2)近年,カンボジアでは,ローカル・オーソリティのアカウンタビリティの向上を目指す政策提言が地元研究者らによって行われており,住民組織の活動に対するローカル・オーソリティの積極的なサポートが求められている。報告者は,これに関する一つの望ましい例として,調査地におけるトムノップ受益者集団とローカル・オーソリティとの関係について報告する論文を執筆中である。同論文では,灌漑の管理・運営に関する自律的な住民組織に対して,ローカル・オーソリティは外部に向けては集団の権利を保証し,内部に向けてはリーダーの権限を保証するという,集団が機能する上で重要な役割を果たしていることを明らかにする。
