项目摘要

本研究は、現代クウェートにおけるイスラーム復興運動について、政治的領域だけでなく経済・社会的領域における影響について検討しようとするものである。本年度は、まず5月に開催された日本中東学会年次大会において、「現代クウェート議会における投資のイスラーム適格性をめぐる議論」と題する研究報告を行った。本発表では、クウェートの金融部門においてイスラーム的な規範を重視しようとする動きが観察されることについて、クウェートの政府系ファンドであるクウェート投資庁の投資活動に関するクウェート国民議会の議論を材料に明らかにした。本発表では、近年膨大な石油収入を獲得している他の湾岸アラブ産油国においても類似の潮流があることを念頭におきつつ、クウェートの事例を紹介した。また、湾岸アラブ産油国の政府系ファンドについては、近年大きな関心が寄せられるようになっているものの、その実態について分析した研究がなされてこなかった。本研究はこの研究上の空白を埋めるという点においても意義がある。次に、7月に実施した現地調査では、議会におけるクウェート国民議論の全貌が記された議事録を入手した。また、調査対象であるイスラーム主義系の国会議員へのインタビューのほか、クウェートの政府系ファンドであるクウェート投資庁では同庁幹部へのインタビューおよび資料収集を行うことができた。現地調査で収集した資料をもとに、9月に中国・北京で開催された、日本・中国・韓国・モンゴルの中東学会に属する研究者が一同に会する国際会議であるアジア中東連合において、"Overseas Investments and "Shari'a Compliance" in the Arab Gulf Countries : A Case of Study on Kuwait Investment Authority"と題する研究報告を行った。そこでは、四力国を代表する中東専門家たちからコメントを受けた。それらをふまえて、10月に開催された国際ワークショップ"Technology, Economics and Political Transformation in the Middle East and Asia"において、"Where should Kuwait's Oil Wealth Be Invested?-Islamists' Demands in Kuwaiti National Assembly"と題する報告を行った。上記3つの研究報告をもとに、12月には『日本中東学会年報』に「現代クウェートにおける政府系ファンドと投資のイスラーム適格性」と題するペーパーを提出、査読審査のうえで掲載が決定した。2月には、チュニジアやエジプトで民主化への革命が連鎖的に生じたことから、『中東・イスラーム諸国民主化ハンドブック』が商業出版されることになり、同書の「クウェート」の章を執筆した。

This study focuses on the influence of modern revivalism on the political and social spheres. This year, a research report entitled "Discussion on the suitability of investment in modern Japan" was presented at the annual conference of the Japan Middle East Society held in May. This report focuses on the regulation of the financial sector in the country and on the discussion of the investment activities of the government departments in the country and the National Assembly. This paper introduces some examples of similar trends in oil production in recent years. In recent years, the government departments of the Gulf Coast oil producing countries have paid great attention to the development of oil and gas production, and the actual situation of oil and gas production has been analyzed. This study is a blank in the study of the meaning of the problem. In July 2010, the National Assembly conducted a survey on the overall situation of the national debate. In September, researchers affiliated with the Middle East Institute of China, Beijing, Japan, China, Korea, and the Middle East Institute met together at the International Conference on Middle East Cooperation, and conducted research reports on the topics "Overseas Investments and "Shari'a Compliance" in the Arab Gulf Countries : A Case of Study on Kuwait Investment Authority. The Middle East is home to four countries. "Technology, Economics and Political Transformation in the Middle East and Asia,""Where should Kuwait's Oil Wealth Be Invested?- Islamists' Demands in Kuwait National Assembly The above 3 research report was published in December and the "Japan Middle East Society Annual Report" was published in December. The topic "Modern government system and investment eligibility" was proposed and reviewed. In February, he wrote the chapter of "Democratization of Middle East Countries" and "Democratization of Middle East Countries" in the same book.
