国連気候変動枠組条約(UNFCCC)では、"途上国における森林減少に伴う排出量の減少(REDD+)"の実現に向け、制度設計に関する科学的知見の集積が急がれる。本研究では、将来の国レベルの森林面積推移(ベースライン)とコミュニティへの便益配分を中心に、タイを事例にREDD+を活用した持続的な森林減少抑止のための政策について提言した。まず、様々な社会経済、政策データから計量経済学モデルによりベースラインを求めた。森林保護区の拡大は森林減少抑止に効果がある一方、工業化に伴う経済発展はREDD+の有無に関わらず森林減少を抑止することが分かった。持続的なREDD+運営には、より洗練されたモデルの構築が必要であるが、多くの途上国ではまずデータ整備が不可欠である。コミュニティレベルでは、まずタイ北部のスタディサイトにて聞き取り調査を行い、住民の歴史的土地利用変遷とその要因について情報収集し、重回帰法を中心に解析した。経済的観念の強いコミュニティには市場メカニズムが有益であるが、経済的関心の薄いコミュニティは既に持続的な森林利用をしており、市場メカニズムでは便益が得られない。また、タイ東北部のスタディサイトでも、製紙会社の植林事業に住民が参加する要因として、材の売買以外に技術的支援や長期的な信頼関係の構築が含まれることが明らかとなった。REDD+への参加を確保するには、市場メカニズムのみではなく、住民が必要とするキャパシティの向上に結びつく政策の展開が求められる。本研究の様に国、コミュニティの両レベルからREDD+運用に関わる提言をもたらす研究は他に数多くない。更に、海外のジャーナルへの論文を3本投稿し、広く世界に向け成果の発信を行った。
