项目摘要

都市農村混在地域を対象に、農林地の維持管理労働力の戦略的配分を基軸とした都市農村融合の空間計画論を提示するという研究全体の目的のもと、本年度は、研究対象地である多摩丘陵北部において、農林地のうち、特に樹林地の管理実態を把握するため、おもに2点の調査を行った。まず調査の1点目として、前年度に地理情報システムを用いて把握した、農林地の残存状況および地方公共団体による関連する保全施策の展開状況に関するデータをもとにして、樹林地の林床管理状況に関する現地調査を行った。この調査により、都市農村混在地域における樹林地の林床管理状況については、傾斜などの環境要因よりも、管理者などの社会経済条件の影響が強く見られること、管理者や管理を行う場所などの社会経済条件の組み合わせによって管理実態が規定されていることを示した。また、調査の2点目として、樹林地の管理を行なっている地方公共団体や市民団体を対象にした社会調査を行った。具体的には、地方公共団体の担当部局や市民団体の代表者に対して聞き取り調査を行うとともに、市民団体の活動参加者に対して調査票調査を実施した。この調査により、各主体が行う管理の範囲や内容を規定している要因を把握し、特に市民団体については管理に関する技術の習得や、活動参加者の新規獲得が、継続的な管理の実施のために重要であることを明らかにした。最後に、これらの調査と、前年度からの成果を踏まえて、今後、都市農村混在地域において農林地の管理を促進させていくための制度的枠組みのあり方を検討した。
