项目摘要

本研究では、多民族化する社会における世論の代表と世論の多元性との接点を探るべく、世論の代表形態の変遷について歴史的考察を行った。本年度は、昨年度に引き続き3つの軸に分けて研究を遂行した。第1の軸は、戦後日本における世論の代表形態の変遷を歴史的に分析するものである。特に、世論を調査する側の論理を明らかにするため世論調査に焦点を当て、政府・新聞社・民間機関等の各取り組みを実証的に明らかにするとともに、民主主義と世論調査の関係を再考した。成果は、「世論調査の効用と調査主体の視点に関する一考察」として、日本社会学会年次大会で報告された。第2の軸は、世論の多元性をめぐる市民の側の試みを考察するものである。近年の住民投票やDeliberative Pollingといった市民の実践を歴史的に捉えるため、1950～60年代の日本社会に遡り、世論の代表をめぐる議論を整理することで、世論の代表形態と市民の関係を検討した。第3の軸は、世論の代表と市民概念についての理論的考察である。研究全体を枠づける理論構築に取り組みつつ、世論の代表をめぐる日本社会の認識を、国際的動向の中に位置づけ検討するために海外の文献資料を収集し分析した。その成果の一部は、The Association for Asian Studies Conference 2011において"Social Research as a 'Technology of Governance' in Asian Networks from the 1910's to the 1920's"という題目のもと報告されることが決定している。一連の作業から、本研究では、世論の代表をめぐる日本社会独自の文脈を浮かび上がらせ、今日に通じる問題として、世論の代表形態と世論の多元性の可能性と限界を明確にした。

This study explores the diversity of world theory and its connection with the history of multi-ethnic society. This year's research was carried out on the third axis of the year. The first axis is the analysis of the representative form of the world after Japan. The logic of the special and world opinion surveys is clear, and the relationship between the focus of the world opinion surveys, the government, news agencies, and private organizations is re-examined. In recent years, the history of citizen voting and deliberative polling has been reviewed, and the discussion of Japanese society in the 1950s and 1960s has been reviewed.
