Today, to deal with the changing in the city social life brought by the changing in the location of the enterprise according to the market-oriented economic reformation,"The Community" which is base society of a city attracts attention. I searched the way of roles and relationship of the government, the enterprise, and the workers under the "Socialist market economy" system which is symbolized in the shift from this "Unit" society to "Community" society ; especially, from the side of distribution by the enterprises.
