项目摘要

本研究の目的は、少人数教育の効果を最大限に引き出せるような学級規模縮小法の制度的条件を明らかにすることである。学級規模縮小法の制度的条件を明らかにするために、4つの側面(社会的、政治的、制度的、財政的側面)から分析した。平成23年度には、研究成果報告として4側面の分析結果をそれぞれ論文執筆し投稿した。(1)学級規模縮小プログラムが求められた社会的背景を探る社会的側面では、国際競争や移民対策を背景とした基礎学力向上政策の一環として、カリフォルニア州では学級規模縮小の必要認識を高めていったことを明らかにした【日本比較教育学会2012年1月投稿査読中】。(2)政治的側面では、同プログラムの審議過程において、議会で審議をしている議員はもとより、議会の外部からも学級規模縮小プログラムを実現させるために積極的な働きかけを行っていることを明らかにした【日本教育制度学会2012年3月投稿査読中】。(3)制度的側面では、単に学級規模縮小を実現するためだけの法制度ではなく、教員の職能開発を付随させて、教員の量の確保と質の向上をセットにしたプログラムであったことを明らかにした【関東教育学会紀要第38号掲載2011年10月】。(4)財政的側面では、学級規模縮小資金を確保するために、その財源となる州の総教育費そのものを確実に確保できるよう州憲法を修正して財源を確保したことを明らかにした【筑波大学教育学論集第8集掲載2012年2月】。2011年4月5日～18日の期間には、渡米調査を実施し、学区教育委員会が実施した教員研修会を視察し、担当者へインタビュー調査を実施。学校現場では学級規模縮小クラスの視察調査、教員・校長へのインタビュー調査を行った。また研究者(大学教授)へのインタビュー調査も実施した。今日のカリフォルニア州の財政事情は厳しい状況だが、それでもなお学級規模縮小を継続的に実施している。カリフォルニア州では、なぜ多額の費用を要する同プログラムが法制化され今日に至るまで継続的に実施できているのか、その問いに答えるために本研究は上記のような成果を挙げることができた。
