本研究は、戦後日本における国内外の政治情勢や権力構造、社会情勢との連関を視野に入れ、在日朝鮮人教育の歴史を実証的に解明することを課題とする。本年度の成果は次のとおりである。(1)2011年度の学会発表原稿の完成度を高めて論文「公立朝鮮人学校の開設一戦後在日朝鮮人教育に対する公費支出の一様態」(査読つき)として公刊した。(2)2012年8月に調査を行い、外務省外交史料館・国立国会図書館憲政史料室・法政大学大原社会問題研究所・九州大学韓国研究センター森田芳夫文庫等で資料を収集した。(3)(2)で得た資料を活用し、1965年から1972年までの間、文部省や自民党の一部の議員が中心となって創設を目指した「外国人学校制度」について検討した。国民教育を自明として戦後公教育制度が形成されてきたなかで、戦後初めて就学義務のない外国人の教育活動を対象とした制度創設が目指されたことは、戦後の在日朝鮮人教育をめぐる施策を大きく転換しうるものであった。本年度は、日韓会談が行われた1951～1965年のあいだに「外国人学校制度」の構想が浮上した過程を明らかにした。(4)(3)の成果を2012年10月に在日朝鮮人運動史研究会関西部会にて「1950年～60年代における「外国人学校制度」創設の試み」というタイトルで報告し、その助言や議論を踏まえて論文「「外国人学校制度」創設の試み一日韓会談期における在日朝鮮人対策の模索一」を執筆、査読を経て掲載が決定している(2013年6月刊行予定)。(5)2013年2月と3月に南北朝鮮政府の在外公民教育や在日朝鮮人団体の教育活動に関する資料調査を行った。朝鮮大学校朝鮮問題研究センター在日朝鮮人関係資料室などを中心に調査し、公立朝鮮人学校を含め、朝鮮人学校や在日朝鮮人総連合会の教育方活動に関する資料を入手した。

This study is a project that examines the political situation at home and abroad, the organization of power, the social situation, and the perspective of the relationship between Japan and Japan after the war, and the history of education of Koreans in Japan. This year's results are as follows. (1) The degree of completion of the 2011 academic journal manuscript is high, and the paper "The state of public expenditures for the education of Koreans in Japan after the opening of a public Korean school" (check 読つき) is published in the public journal. (2) In August 2012, the survey was completed, and materials were collected from the Ministry of Foreign Affairs’ Diplomatic Archives, the National Diet Library’s Constitutional History Archives, Hosei University’s Ohara Institute of Social Issues, and Kyushu University’s Korean Studies Library, Yoshio Morita. (3) (2) Utilization of information obtained from 1965 to 1972, Ministry of Education, Culture, Sports, Science and Technology The Party's first member of parliament's central committee established the "Foreign School System" and established it. (5) A data survey on the educational activities of the North and South Korean governments abroad and the Korean community in Japan was carried out from February to March 2013. The Korean University Research Center on Korean Issues in Japan has conducted a survey, the public Korean school has included, and the Korean school has obtained information on educational activities of the United Koreans in Japan.
