项目摘要

申請者は、近年の福祉国家研究への関心から、19世紀末～20世紀にかけてイギリス福祉国家の建設に寄与した諸潮流について、主にハロルド・J・ラスキに着目して研究している。本研究は、2008年の金融危機以降の「ポスト新自由主義」の状況下で、国家による福祉制度を多元的なものに改良しつつ、国境を越えた新たな問題へと対処する、グローバルな制度の構想の可能性に重要な貢献をなすと考えられる。平成23年度の研究においては、これまでの調査・研究成果を総括し、雑誌への投稿論文を執筆するとともに、博士論文に本格的に取り組むことが主要な課題となった。まず、投稿論文については、これまであまり着目されることのなかったラスキの平等主義的な社会構想、および国際主義理論を扱い、一般に知られる彼の主権批判と表裏一体をなす、彼の多元的な福祉国家論を明らかにした。この投稿論文は、査読付きの学会誌に投稿され、2012年秋刊行の号に掲載が正式決定した。次に、博士論文の執筆作業を進めると同時に、現地に長期間滞在し、前年度の調査で不十分にしか扱えなかった分野の補遺や、研究対象とする各思想潮流間の対抗・共鳴関係を精緻に浮かび上がらせるための、より細部に特化した資料収集・事実関係の確認作業を継続した。よって本年度の現地調査では、論文執筆に直結した調査作業を目的として、ロンドンの図書館、公文書館を中心として、一次資料・二次文献の調査・渉猟を行った。収集した一次資料を精緻に構成することで博士論文の細部の裏付けを確かなものとしながら、既存研究の蓄積の渉猟によって、先行研究に対する本研究の位置付けを改めて明確にするよう努めた。こうした調査は、イギリス福祉国家の形成に寄与した諸潮流の複雑な関係を解明し、最新の福祉国家研究に貢献する現代的な意義を引き出すために重要なものであった。以上が平成23年度の研究実施の概要である。
