NPOによるコミュニティーをベースに、生活者の視点から社会的弱者に寄り添うという支援のスタイルは、医療・福祉、子どもの教育と家族の問題などそれまで公的機関や専門的な機関によって行われてきた支援の隙間を補うという利点をもっているが、他方で支援にかかわる活動がもつべき専門的なスキルは、どのように考えられ、あるいは保障されているのか、その実態を大阪府下の認証NPOを対象に探り、海外のNPOと比較した。・保健・福祉領域と子どもの健全育成をはじめする人間関係の調整を必要とする相談活動において、専門的なスキルへのニードは一定程度あるが、活動において保障されているケースは少なかった。・カリフォルニア州においてメンタルヘルス、地域支援を展開する6NPO団体を対象とした聞き取り調査によって探った。多人種、多民族が多く暮らすアメリカにおいては、エスニシティーをベースにした支援に多くの公的助成が行われていること、エスニシティーをベースにした専門的な支援が可能なほどに、少数民族の中から専門的スキルをもった支援活動かが育っているという事情の違いは明らかであった。そのうえで、支援活動も専門的資格要件がなければ財政的な支援を受けることができないという現実が成り立っていた。・個人の抱える困難をコミュニティーや社会全体で解決すべきリスクや損失の観点からとらえ、地域の問題解決システムを開発することである。英国の多職種連携のプログラムと、地域開発に関する実践について調査した。
