研究報告の概要(1)調査内容と方法(1)平成19,20年度の全国学力調査結果で,福井県の児童・生徒の正答率が全国平均よりも5ポイント以上高い設問を拾い出した。(2)(1)を基に,学力向上に結びつくと予想した学習指導について質問項目を策定した。(3)県内全小中学校を対象に,策定した質問項目についてアンケートを実施した。(4)アンケート結果を集計・分析し,(5),(6)と合わせて報告書にまとめた。(5)「Uターン教員」や福井県外の教員からの聞き取り調査を行った。(6)各都道府県の児童生徒の学力と教職員の日教組組織率との相関について情報を得た。(2)「福井型教育」の調査結果(1)教職員の熱心な学習指導福井県では児童・生徒の学力向上のため,教職員が日々地道で熱心な学習指導を行ってきた。小学校の家庭学習では,漢字などの読み書き練習を8割前後の学級で,ほぼ毎日課している。どの学年でも日記を書く習慣があり,特に中学校では9割以上の学級で取り組まれている。小学校の早い段階から,児童がスピーチや学級会での議事進行を行い,「話す・聞く」力の育成を図っている。また,多くの学校で読書タイム,ドリルタイムを設け,落ち着いて学習できるよう努めている。(2)授業研究をはじめとする教育研究指導主事学校訪問と教員の授業研究についての調査結果(3)福井県の特色ある教育プラン
