Establishment of disaster nurse development support systems through integration of know-how of "Town Health Room" into nursing care at shelters in disaster areas

本研究在灾难护理人员的发展上取得以下四项成果：（1）制定学习计画，建立发展支援系统;（2）制定评估表，发展个人自我评估系统，让每个人在参加课程前后及六个月的追踪训练时，都能评估学习计画的成效; 3）开设了“城镇卫生室”课程，包括在研究生住院培训课程中进行实践，以评估对群体教育的支持（护理质量稳定性和持续护理可行性评价）;和4）的方法效果和证据可以通过评估培训计划和报告，从护士派遣到灾区时，大东日本地震发生了。灾后，发展支持系统经过修改和完善，以适应实际情况，并继续使用。利用在东日本大地震灾区积累的护理经验知识，开发了《灾难护士实用手册》，以便护士无论何时前往灾区都可以携带。

The following 4 achievements were attained to develop disaster nurses,: 1) A learning program was elaborated to establish a development support system ; 2) An evaluation form was formulated to develop an individual evaluation system for self-evaluation so that each individual could evaluate effectiveness of the learning program before and after attending the program and at a 6-month follow-up training ; 3) A "Town Health Room" course was introduced for lecture including hands-on into a postgraduate in-hospital training course, in order to assess group education support(evaluation about qualitative stability of nursing care and feasibility of continuous care); and 4) Effects and evidences could be collected by evaluating training programs and reports from nurses dispatched to disaster areas when the Great East Japan Earthquake happened. After disaster, the development support system has been modified and improved to fit reality, and used continuously. Nursing experience knowledge accumulated in the Great East Japan earthquake disaster areas was utilized to develop the "Practical Manuals for Disaster Nurses" so that nurses can carry them whenever they go disaster areas.
