Socially disadvantaged women and children, including HIV-positive women who are breastfeeding and HIV positive children under-15 need comprehensive support not only based on medical but also on psycho-social approach. In planning such support, it is also necessary to take into account the availability of medical and social resources and their development stages of the children, and acceptance of HIV-positive people and AIDS orphans in their community.

处于社会弱势的妇女和儿童，包括正在哺乳的艾滋病毒抗体阳性妇女和15岁以下艾滋病毒抗体阳性儿童，不仅需要医疗方面的全面支助，还需要心理-社会方面的支助。在规划这种支助时，还必须考虑到医疗和社会资源的可得性及其儿童的发育阶段，以及社区对艾滋病毒抗体阳性者和艾滋病孤儿的接受程度。
