Textile industries in southern Osaka prefecture were analyzed to consider a processesof restructuring industrial agglomerations in a metropolitan region. Industrialagglomerations have been grown up and decreased in accordance with economicreformation of the region. Policy for the industries should be implemented in a frameworkfor small businesses rather than metropolitan policy.

以大坂府南部地区的纺织产业为研究对象，探讨了大都市圈产业集聚的重组过程。产业集聚区的发展与区域经济改革的进程相适应。产业政策应该在小企业的框架内实施，而不是在大都市政策中实施。
