Comparative Analysis of Hegemonic Party Systems: their Formation,Stability and Breakdown

本研究以墨西哥、台湾、新加坡、马来西亚和塞内加尔为个案，探讨霸权政党制度的形成、稳定和瓦解过程。在追溯每个案例的历史进程后，我们发现，除其他外，(1)当一个国家的代议制政府和竞争性选举已被政治社会接受为合法时，当一个压倒性的统治集团从国家危机（革命，混乱等）中崛起时，霸权政党制度就会形成；(2)当非暴力机制或机构维持执政党的统治地位时，霸权政党制度趋于稳定（执政党与官僚机构的融合，政党的授权制度，政府和执政党对选举过程的排他性控制）。(3)即使在霸权政党制度崩溃后，前霸权政党也有很好的机会在竞争性自由选举中重返政府。

The present study aimed to explore the process of formation,stabilization and breakdown of hegemonic party systems, analyzing from comparativeperspective the cases of Mexico, Taiwan, Singapore, Malaysia and Senegal. After tracinghistorical process of each case, it has found, among other things, that (1)hegemonic partysystems take shape when an overwhelming ruling group rises from national crises(revolution, disorder, etc.) in a country where the representative government andcompetitive election have been accepted as legitimate by political society, (2)hegemonicparty systems stabilize when non-violent mechanisms or institutions to perpetuateascendency of governing party(fusion of governing party and bureaucracy, authorizationsystem of political parties, exclusive control of election process by government andgoverning party. etc.) are introduced one above the other, (3)an ex-hegemonic party hasa good chance to return to the government in competitive free elections even after thebreakdown of hegemonic party system.
