This study investigated the reconstructing process of British welfare state and clarified that it was based on not only pro-market Thatcherite idea but ‘economic idea of evaluation and management’. This new economic idea stressed the need to set targets and appraise their performance. The Major government, which implemented some reforms set by the Thatcher government, was aware of the importance to raise ‘governance’. We can also see the same idea in the policies of New Labour. Therefore, we confirmed that the transformation of ideas had occurred as the process progressed

本研究考察了英国福利国家的重建过程，阐明了它不仅基于亲市场的撒切尔思想，而且基于“评估和管理的经济思想”。这一新的经济理念强调了设定目标和评价其绩效的必要性。主要政府实施了撒切尔政府制定的一些改革，意识到提高“治理”的重要性。我们也可以在新工党的政策中看到同样的想法。因此，我们确认思想的转变是随着过程的进行而发生的
