Through my research project, I explain how central policymakers designed the city-government system in major urban areas. The existing literatures in political science analyse "pork barrel" politics, focusing on how central politicians channelled national resources into rural areas, through subsidies and other specific grants. Few researchers explain how the ordinance-designated city system introduced in urban areas works, in spite of the fact that 1/4 of the Japanese population live in the major urban areas. How the 20 major cities, such as Osaka, Nagoya, and Fukuoka, are actually governed is still unknown.Thus, I investigate the system of the ordinance-designated cities, the context that the cities are embedded, and the roles of mayors, permanent staff, and city councillors. Finally, the book reconsiders why the maverick mayor of Osaka, Mr Toru Hashimoto, argues the abolition of the city government and creation of the brand-new "Metropolitan government" system in Osaka.

通过我的研究项目，我解释了中央决策者如何在主要城市地区设计城市政府系统。现有的政治学文献分析了“猪肉桶”政治，关注的是中央政治家如何通过补贴和其他具体拨款，将国家资源引导到农村地区。日本有四分之一的人口居住在主要城市地区，但很少有研究人员解释在城市地区引入的条例指定城市制度是如何运作的。大阪、名古屋、福冈等20个主要城市的实际管理方式尚不清楚。因此，我调查了条例指定城市的系统，城市嵌入的背景，以及市长，永久工作人员和市议员的角色。最后，这本书重新思考了为什么特立独行的大阪市长桥本彻先生主张废除市政府，在大阪建立全新的“市政府”体系。
