This research investigates the presidential- bureaucratic relations in the ROK. In South Korea the executive officials of the government are composed of the presidential political appointee, but on the other hand, there exists a group of elite civil servants recruited through competitive examinations like Japan. In this research, I examine the Korean bureaucracy from the perspective of comparative political institution, and explore when the president can control the bureaucrats in the contexts of power relationship with other actors. I clarify that the remaining term of the president and the election cycle are critical factors for the presidential power over bureaucracy by comparing the actual policy processes.

本研究以韩国总统与官僚关系为研究对象.韩国政府的行政官员由总统政治任命的官员组成，但另一方面，也存在着一批像日本一样通过竞争性考试招聘的精英公务员。本研究从比较政治制度的角度考察韩国官僚制，探讨总统在与其他行动者的权力关系中何时能够控制官僚制。通过比较实际政策过程，阐明总统剩余任期和选举周期是总统权力超越官僚机构的关键因素。
