项目摘要

It has been proved that prefectural field agencies were bearing the policy-making function in addition to the implementation function in regional industry promotion policies of the prefectures in the prefectural field agency sphere, and were bearing the mediation function and the participating function among three functions of local autonomy through that.In addition, we demonstrated that overall-pattern prefectural field agencies often had substantial budget authority than an individual type prefectural field agencies in many cases, and the overall pattern prefectural field agencies used the budget authority effectively and carried the synthesis adjustment function of the policy.

事实证明，在县际机构范围内，县际机构除了在县际产业促进政策中承担执行职能外，还承担着政策制定职能，并由此承担着地方自治三大职能中的调解职能和参与职能。此外，我们证明，在许多情况下，整体模式的县实地机构往往比单独类型的县实地机构拥有大量的预算权力，总体模式的县际机构有效地运用了预算权，承担了政策的综合调整职能。
