The Problem and that Solution in Patent Strategy of Small and Medium Scale Enterprises in Japan which Increasing the Production Ratio in Foreign Countries

在我们的实验室里，我们从已公布的未审查的专利申请中构建了一个专利申请信息数据库，可以分析2004-2011年的专利申请。在本研究中，我们还提出了能够诊断企业专利申请战略的专利申请战略矩阵。对从专利申请信息数据中提取的矩阵中各个领域的企业进行了问卷调查。我们在问卷中询问了企业的专利申请战略，从问卷调查的结果中我们发现，有必要通过知识产权战略使研发、专利申请和专利使用与获取价值相兼容，而支持系统可能是发展中小企业通过专利等持续获取价值的能力所必需的，即知识产权管理力。

In our laboratory, a patent application information data base was constructed from the published unexamined patent application and we can analyze patent applications from 2004 to 2011. We also proposed the patent application strategy matrix which can diagnose the strategy about the patent application of an enterprise in this study. The questionnaire survey was done for enterprises in each area of the matrix extracted from the patent application information data. We questioned about the patent application strategy of an enterprise in the questionnaire.From the results of the questionnaire survey, we found it is necessary to render R & D, the patent application and the patent use compatible to capture value by an intellectual property strategy, and the support system might be necessary to develop the ability to capture value continuously of small and medium-sized enterprises by the patent etc., namely, the intellectual property management power.
