A Study on "Local Autonomy"-Design of institutional arrangements based on community

本课题的研究目的在于明确地方自治区实现“地方自治”的现实要求。通过对新泻县三越市的个案研究，可以看出，地方自治区要实现“地方自治”的现实，必须在历史和社区实际的基础上，实践既满足自治自治要求，又满足市民自治要求的制度安排设计和管理。

The purpose of this research issue is to clarify requirements for a local autonomy district to achieve the reality of "Local Autonomy". As a result of case study on Joetsu-shi, Niigata-ken, it became clear that for a local autonomous district to achieve the reality of "Local Autonomy", it is important to practice the design of institutional arrangements and its management to satisfy the requirements of both autonomy by self-government and autonomy by citizens together on the basis of the history and the actual situation of community.
