Arinori MORI, a Minister of Education, vs. Aritomo YAMAGATA, a Minister of Home Affairs, on educational policy of 1880's in Japan

This research clarifies the meaning and effect given by the difference of the policy between Mori Arinori and Yamagata Aritomo, who were the first Educational Minister and the first Home Affairs Minister respectively, on constructing the educational administration system in 1880's of Japan.This research based on the analysis of articles written by primary school teachers on Journals of local educational associations. They had respected Mori as a professional of educational governor. They, however, had got angry against the Law Regarding City, Town and Village Organization (Shisei-chosonsei) endorsed by Yamagata in which civil servants had power to decide the personnel matters and the pay level of primary school teachers. It is important to remark why Mori suggested Ordinance No.35 of the Cabinet, which ranked the status of teachers of primary education under civil servants in December 1886 after Ordinance No.21 of the Ministry of Home Affairs ordered by Yamagata in October 1886.
