Study on policy reference and drafting support in the elementary and junior high school relocation policy plan

我们主要进行了学区数据与地方特色数据的匹配，建立了学校适宜搬迁方案数据库，便于地方政府进行政策参考分析。其次，提出了支持学校搬迁规划制定的新方法，并对该方法的实际应用进行了分析。第三，以长野县地方政府搬迁政策模式为重点，定量分析了长野县地方政府间政策参考的实际情况，明确了特定地区存在政策参考。第四，考虑到韩国的学校搬迁政策是激烈的，我扩展了研究，分析了韩国自1980年代以来安置标准的变化和小型学校激活政策（“花园学校”计划）。这些结果被广泛发表，包括一篇国际期刊评论的论文。

Primarily we worked on the matching of school district data and local characteristic data and built the school appropriate relocation plan database which enabled the policy reference analysis of the conformity local government. Second we proposed the new method of supporting school relocation plan making, and analysis to which the method is actually applied was conducted. Third focusing on the local government relocation policy pattern, we analyzed the actual situation of policy reference among the local governments in Nagano prefecture quantitatively and clarified that the policy reference in particular areas existed. The fourth considering a school relocation policy was drastic in South Korea, I extended a study and analyzed the change of the placement standard in South Korea since 1980's and a small school activation policy("Garden School" program).These results were published widely including a paper with the review of the international journal.
