A study of the adaptability evaluation process of LRT introduction which integrate requirements for social consensus

我们开发了地面公共交通的评估流程，特别是轻轨的引入，以判断建立成功的可能性。在这里，社会共识和方案的规划过程以及城市条件的定量因素被视为评估因素。首先，我们从社会共识的重要性角度考察了轻轨项目的特殊性。其次，从城市特征、发展效应、引进空间、企业管理四个方面，明确了轻轨项目成功实现的条件。最后，结合对欧洲城市规划过程的调查和分析结果，完成了综合评价过程。

We developed the evaluation process of surface public transport, especially LRT introduction for judging possibility of success of establishment. Here, planning process for social consensus and schemes as well as quantitative factors about city conditions are considered as factors for evaluation. First, we inspected peculiarities of LRT projects in the viewpoint of importance of social consensus. Secondly, we clarified the conditions for successfully realizing a LRT project considering 4 aspects of characteristics of a city, effects of development, space of introduction, and business management. Lastly, the synthetic evaluation process was completed by combining the results of surveys and analyses about planning process of European cities.
