A historical study on policymaking process of tourism until the establishment of the Board of Tourist Industry in 1930

本研究的目的是从历史的角度，分析1930年观光局成立前的观光政策制定过程。在这一时期，日本政府通过经济委员会和国会，主张将旅游政策确立为以外国为重点的国策。本研究解释了当时从国际经济和国际关系的角度讨论了旅游政策的状况，这些论点在1930年成立旅游业委员会时得以实现。

The purpose of this study is to analyze on policymaking process of tourism until the establishment of the Board of Tourist Industry in 1930 from Historical perspective. In this term, Japanese Government argued on establishment of tourism policy as national policy which focused on foreign countries through the councils of economy and the Diet. This study explains that the state of tourism policy was discussed from standpoints of international economy and international relations at that time and these arguments were realized as the establishment of the Board of Tourist Industy in 1930.
