The present and future of the Japan's coastal fisheries systems : An analysis based on the IAD framework

众所周知，日本的沿海渔业系统是以社区为基础的自治的典型类型。这项研究的目的是利用埃莉诺·奥斯特罗姆开发的制度分析和发展框架(IAD)的方法，考察日本沿海渔业的管理和政府对该系统的参与。奥斯特罗姆的研究项目为当地公地的成功提出了八项设计原则。通过借鉴日本沿海渔业的经验，包括避免渔业冲突和过度捕捞的协调制度，本研究表明，当一个国家采取有利于自治的方式时，该制度变得更可持续，八项设计原则的适用性增加。根据这项研究的结果，需要进一步研究渔民进入沿海社区的问题，以及近海或深海渔业管理的情况。

The Japan's coastal fisheries system is known to be a representative type of the community-based self-governing. The purpose of this study is to examine the management of the Japan's coastal fisheries and the government involvement for the system, using the method of the Institutional Analysis and Development (IAD) Framework developed by Elinor Ostrom.Ostrom's research program has generated eight design principles for the success of local commons. By drawing on the experience of Japan's coastal fisheries including the coordination system for avoiding the fisheries conflict and overfishing, this study demonstrated that the system become more sustainable and the applicability of the eight design principles rises when a state adopts a pro-self-governance approach. Based on the results of this study, further research is needed for the subject of entry of fishers into a coastal community, and for the case of the offshore or deep sea fisheries management.
