项目摘要

研究の目的本研究は2011年4月から2012年3月にかけて,インド・チェンナイにおける気象災害レジリエンスの評価を目的に実施した。5月から6月に実施した現地調査に加えて,その結果を実証するため,8月にワークショップを開催した。さらに,2011年6月,ドイツ・ボンにおいて,国際学会"ICLEI Building Resilient Cities"に参加し,研究成果を発表した。手法気象災害コミュニティレジリエンス枠組み(以下CDCRF)に基づき,2つの都市コミュニティの評価を行った。目的は都市コミュニティがどの程度のレジリエンスを有していれば気象災害に適応することが可能なのかを把握することにあり,特に,過去の災害経験とレジリエンスの関係性に着目した。これまでの研究から明らかになっていた,レジリエンスが高いコミュニティと低いコミュニティの2つを,調査地として選定した。結果2つのコミュニティにおける住民アンケート調査の結果,過去に自宅が被災した経験がある住民は,被災経験がない住民と比較して,教育の質,インターネットへのアクセス,定期的な収入を得るための正規の仕事という点で,劣っていることが明らかになった。それゆえ,裕福で教育を受けた住民が,より気象災害に対して高いレジリエンスを有するという結果が得られた。また,被災経験を持つ住民であっても,被災経験がレジリエンスの向上につながっていないため,再度被災する可能性があることが明らかになった。この結果は,適応能力が低いコミュニティが,気象災害を予測し,対処し,復旧するためには,状況に即した詳細な解決策が必要であることを示唆している。まとめ生計が都市コミュニティのレジリエンスを規定する重要な要素であることが明らかになった。さらに,中上流階級の人々の流入による都市化は,都市コミュニティのレジリエンスを高めることが示唆された。全ての行政レベルにおいてレジリエンスや災害リスク低減を主流化するための計画や政策に関する研究が必要である。
