本研究の目的は,長期的な視点で経済社会とエネルギー資源・環境問題について理論分析を行い,その関係性について考察することである.平成24年度は気候変動政策におけるCGEモデルの振る舞いの本質を考察するとともに,世代内と世代間の衡平性について分析した.気候変動問題のモデル分析では大規模なCGEモデルが使用される.本研究ではCGEモデルの骨格だけ残した簡略化した理論モデルを用いて,モデル計算を目に見える形で取り扱った.そうすることで,CGEモデルのパラメータのどの部分が排出削減政策の影響評価を決めるのかを考察した.得られた洞察は,次のようなものである.「排出削減に伴うGDPの低下,および,そうした排出削減を誘導するのに十分な環境税率(あるいは排出権取引価格)の算定は,資本と労働から成る合成財と化石燃料の間の代替の弾力性(σ)の設定値に根本的に依存する.」モデル分析は概して,専門家以外の者にとってはブラックボックスである.したがって,モデルの振る舞いの本質を知り,それに基づいて論点を明確にすることは政策を決定する上で重要なことであると考える.また,気候変動問題において議論になるのが,世代内と世代間の衡平性である.本研究では,エネルギー経済モデルや統合評価モデルの中で重要な役割を果たす要素の一つ,社会厚生関数に着目し,世代内と世代間の衡平性について分析を進めた.社会厚生関数は,多くの場合、瞬時的効用関数は「消費の限界効用弾力性(the elasticity of marginal utility)」ηによって、また、時間割引係数は「社会的時間選好率(social time preference)」ρによって特徴づけられている。本研究では世代間の衡平性と時間選好、さらにそれらと関連するηについて、議論を整理し、ηとρの交換可能性について新たな解釈を与えた.なお,本研究の成果は査読論文3本,学会発表4回(国内2回,国外2回)として報告された.

The purpose of this study is to conduct theoretical analysis and investigate the relationship between social and environmental issues from a long-term perspective. In 2004, the government changed its policy on climate change. The nature of the change was examined and the balance between generations was analyzed. A large scale CGE analysis of dynamic problems is used. In this study, we simplified the theory of CGE and calculated the structure of CGE. The impact assessment of the emission reduction policy is part of the review of CGE's policy on emission reduction. Get the insight, the second time you're going to see it. "Emissions reduction is accompanied by a decrease in GDP, and emissions reduction is induced by a fundamental dependence on the calculation of environmental tax rates (emissions tax rates), capital and production of synthetic fuels, and the setting of alternative energy (σ) values." For example, if you are not a member of the family, you may not be able to get a job. The essence of the dance is known, and the basis is clear. The policy is important. The balance between generations. This study focuses on the analysis of the balance between generations and within generations. Social productivity factor is "the elasticity of marginal utility" in many cases and instantaneous efficiency factor is "social time preference". This study focuses on intergenerational equity, time selection, correlation, discussion, and exchange possibilities. The results of this study include 3 papers, 4 academic reports (2 at home and 2 abroad) and 4 academic reports.
