项目摘要

今年度は、昨年度学会報告をした「対外開放政策」の起源に関する研究、及び米中接近後の革命外交路線の継続と変容に関する研究の執筆作業を行った。前者の研究に関して、従来まで「対外開放政策」の起源は、中国国内政治、特に中国共産党の権力移行との関係から説明されてきたが、他方で1970年代初期の国際環境との連関を明らかにした論考は少なかった。こうした先行研究の課題を踏まえ、当該期の中国が西側先進国から導入を検討した大規模プラント計画と国内経済政策との関係性、そして毛沢東の国際環境認識との関係性を考証することを通じて、対外開放政策の形成過程と当時の政治的限界を明らかにした。現在、当該論文を学会誌に投稿中であり、査読結果待ちである。後者の研究は、対外開放政策の起源と裏表の関係にある。すなわち、中国共産党は、対外開放政策を開始する一方で同時に革命外交路線を追求したが、この革命外交路線をいかに追求し、挫折するにいたったかを中国の対外援助政策の考証を通じて明らかにする試みである。従来まで資料上の制約もあり、詳細が明らかにされてこなかったが、本研究は、現在利用可能な史資料を用い、対外援助政策の議論を明らかにするとともに、中国の対外援助による闘争支援が冷戦という国際環境のなかで如何に困難になったかを明らかにするものである。これらの考察から、鄧小平ら指導部は、当初毛沢東の革命外交路線を止揚する形で追求したものの、国際環境の厳しい状況と国内政策の優先順位の関係から援助政策に頼った革命外交路線を徐々に放棄せざるを得なくなったことが明らかとなる。当該論文は、平成25年9月に慶應義塾大学現代中国研究センターにおいて研究報告をし、現在学会誌への投稿を視野に入れて推敲中である。
