平成25年度は、資料の公開状況を踏まえ、宮内公文書館での調査に重点を置き、「特定歴史公文書等」の利用請求をさらに進めた。その中でも、とりわけ帝室制度調査局・帝室制度審議会関係の資料を精査した。帝室制度調査局については・作成・配布された議案の整理を行い、法令案の作成過程をより精緻に再現し、その中から各御用掛の認識の差異をあぶり出す作業を行なった。その結果、これまでの研究でも既にその役割が着目されてきた有賀長雄の位置づけを、岡野敬次郎や奥田義人など他の御用掛と比較しつつ論じる視角を持つことができた。帝室制度審議会については、議案の収集と共に、議事録の精読を進めた。特に栄典の一つである叙位、そして位階令に関しては、第62回内務省研究会にて報告を行なった。位階令の制定をめぐっては、内閣と宮内省を代表する形で参加していた各委員・御用掛たちが、帝室制度審議会という場で、「奉宣」の解釈、勅令・皇室令といった法令形式などの論点を、内閣と宮内省の関係や憲法と典範の関係を視野に入れた形で討議していた。位階は勲章や爵位とは異なり、その主管などがやや曖昧な栄典であり、審議の過程で、内閣と宮内省は「栄誉大権」をめぐる解釈の競演を繰り広げることとなった。伊東巳代治を総裁とする帝室制度審議会は、内閣と宮内省との間の調整を充分に行ない得なかったと評価することも可能であるが、あくまで審議会という空間での葛藤に留めることで、各機関同士の正面対立を防止する安全弁としての機能を一面では果たしたと位置づけることができよう。こうした帝室制度調査局・帝室制度審議会の活動からは、明治立憲制の根底に存在する天皇の定置化をめぐる争点が、「立憲制」の定着と連関しつつ、「宮中・府中関係」を主軸として、論議されていたことが読み取れる。
