A coordination model in co-provision of public service

本研究课题的目的是阐明在社会基础设施建设中，由各种各样的组织（称为“新公共”）相互协作的集体行动的协调机制。为此，我一直在研究三个问题。首先研究表明，需要以“公平语义”作为合作的一个规则，以微观和宏观的方式来考虑公众对社会资本发展的争论，以获得一个元协议。第二，构建了区域认同形成模型，对社区合作生产力的可行性进行了评价，并揭示了合作生产力形成的机制。进一步，为了定量评估引入许可合作方式对社会经济系统的影响，引入空间Tobit模型，构建了一个估算志愿公共服务生产支付意愿程度的模型。第三项研究采用基于语料库语言学的计算方法，利用东日本大地震Twitter上的危机沟通数据，试图弄清灾害风险信息共享的现状，并通过对话构建行动调整模型。

The aims of this research project is to elucidate the coordination mechanism of collective actions in implementing social infrastructure by various organizations who collaborate each other, named “new public.” I have been working on three issues for that. First study showed the need for "fairness semantic" as cooperative one rule to consider the way of micro-and macro-public debate on social capital development, to obtain a meta-agreement. Second study has built a regional identity formation model to evaluate the cooperating productivity feasibility in the community and revealed the mechanism. Further, in order to quantitatively evaluate the effect of introduction of permissions manner cooperating on social and economic systems, I constructed a model for estimating the degree of willingness to pay for voluntary public service production by introducing Spatial Tobit model. Third study has adopted a computational approach based on corpus linguistics and tried to clarify the current state of information sharing for disaster risk by using a crisis communication data on Twitter for the Great East Japan Earthquake March 11, and to build the action adjustment model through dialogue.
