项目摘要

本研究は、冷戦後の地域・国際関係において主要な課題となっている国家の解体と紛争の発生についてチェチェン紛争を事例とし、どのようなメカニズムでこれが発生するのか、特に紛争の再発や平和構築の課題を意識しつつ明らかにする事を目的とした。本年度は、この研究課題に対して三つの観点から取組み、まとめようと試みた。第一に、紛争をめぐる国際社会の関与について多角的に検討した。まず、国際社会の紛争への関与はどのような条件下において一定の成果を生み出すことができるのかという問題意識から共同研究を行い、小生はチェチェンとカラバフに対するOSCEの関与を事例として研究報告などを行った。また国際社会の関与しない紛争事例における紛争再発予防策として当事者が実施可能な政策は、パラドックスに満ちている事などを明らかにする小論を執筆した。第二に、ソチ五輪からウクライナ危機、そして「イスラーム国」など国際政治が大きな変化を経験する中で、これらの問題との関係性という観点からチェチェン紛争を再考する作業を行った。これは、チェチェン独立派に組織的起源を持つイスラーム過激派組織「コーカサス首長国」と「イスラーム国」のアンビヴァレントな関係を明らかにした論文などが挙げられる。他にも近年の北コーカサスの安全保障状況を理解するためにはどのような分析視角が必要なのかを明らかにした論文を執筆し、近刊予定である。第三に、チェチェン紛争に関する包括的分析枠組みを提供するという作業に取り組んだ。これは、本研究課題の総仕上げとしての作業である。ここでは、チェチェン紛争が中央政府（ロシア）と地方政府（チェチェン）の間の「領域をめぐる対立」と、地方政府とその反対派の間の「政府をめぐる対立」によって構成されている事を明らかにした研究報告などを行った。この「二重の対立構造」において紛争のダイナミズムがどのように生まれるのかを明らかにした
