项目摘要

本研究は、老後の所得及び収入のあり方への不安という問題が個人の人生における問題を超え社会全体の問題となっているなか、「高齢者本人の労働による所得の確保がその解決策」であることを前提としたものである。したがって、高齢者が所得を確保する方法/手段としての働き方をいかに保護し支援できるかが研究の課題であり、その支援方法のなかでも政策の提案をすることが目的である。平成25年度は、平成24年度の研究に引き継ぎ韓国の高齢者就業関連政策の全体の動きをふまえながら、その中での現場の動きや専門家の意見などに関して聞き取り調査を通して確認することができた。その際、ソウル市にある老人総合福祉館の「老人仕事場事業」に携わっている職員やその事業のもとで働いている高齢者への聞き取りを行った。また、韓国の長期療養保険制度(日本の介護保険制度に値する)の導入とともに中高年女性の職業として政策的にも力を注いでいる療養保護士養成・教育機関協会の関係者へのインタビュー調査を行った。その結果、新しい政権に変わって政策の性格の変化とともに政策的な関与によって高齢者の全体就業率が上昇している一方で、職の質の向上が課題として浮かび上がった。そして、平成25年の9月にフィンランドで行われたヘルシンキ大学との二カ国間セミナーでは、国際比較を視野に入れたこれまでの研究成果の報告を行った。その際、フィンランドにおける高齢女性の高い就業率の背景や福祉レジームの役割についてフィンランド側の専門家との交流を通して理解を深めることができた。さらに、セミナーのテーマである老年学(gerontology)の視点での理解を得ることもできた。これらの過程を通して政策を施行する際に対象者のライフコースを視野に入れる必要性についてフィンランドの研究者からも共感を得ることができた。
