本研究は、行政組織内での専門性に注目し、技術系行政官の機能を把握し、「行政組織内での専門性の確保」と「不透明な行政責任の明確化」を目的とする。また、政策帰結と専門性との関係についての理論・仮説を提供し、技官研究・公務員制度研究へ新しい知見を与えることを目指している。技官が行政組織内外において担う機能に焦点をあてることで、「行政組織内での専門性の確保」と「不透明な行政責任の明確化」という公務員制度改革に対するインプリケーションを与えることが期待できる。本年度は産休・育休取得のため、4月から7月の4か月分の活動報告となる。医師による指示のため、先行研究・資料の収集に力を入れ活動を行った。行政学、社会学、政策科学分野を中心とした組織の専門性についての国内外の先行研究と、主に土木、農業政策についての個別政策の歴史的・学術的流れの網羅した上で、先行研究の収集とレビューを行い、方法論、分析手法についての知見の収集を行い、定量的、定性的な分析を進めた。職員録、人事録、名鑑、内政関係者名簿等の人事資料を収集し、対象4省についての人事の流れのデータをまとめた。また、給与体系、昇格の形態についてのデータをまとめており、国外の関連情報の収集を並行して行った。これらの理論、分析手法の収集・レビュー、各事例の特徴を明らかにしたことにより、技官の専門性について分析するための仮説の精錬化をすすめることができた。
