项目摘要

本研究の目的は、多層ガバナンスのメカニズムを活用してブラジルにおける気候変動政策の形成を説明することにある。本研究では、気候変動を巡る情報・規範・価値を波及させるために構築された政府―市場―市民社会の間の協働関係である「気候変動政策ネットワーク」(Climate Change Policy Network)に注目する。特にサンパウロ州・市を中心とする地方政府における気候変動政策の形成が、中央政府に対応を迫り、国家気候変動法の採用を促進させる要因となったかどうか、検証することを目指した。研究調査最終年度の平成25年度は、ブラジルの気候変動政策の形成に関する二度の現地調査(聞き取りおよび資料収集)を行った。その結果、ブラジルには複数の「気候変動政策ネットワーク」が、大統領の政策決定に影響を与える多元的なメカニズムがあること、また多様な主体が共通の課題の解決を目指して、相互に連携するなかでそのメカニズムが強固なものとなり、時間の経過とともに徐々に制度化が進展していったことを確認した。具体的には前年度に実施した調査結果を補完するために、再びブラジル人研究者、地方自治体ネットワーク関係者、サンパウロ州・市の環境関連の複数の官僚への聞き取りを行った。その結果、サンパウロ市気候変動政策の形成が国家気候変動法の採用を促す決定要因となったわけではないことが明らかになった。多国間交渉を中心とする気候変動レジームの変容と、それに対応する国内の政治過程が存在することは既に確認されていたが、さらにサンパウロ市・州を含めた地方自治体、専門家集団、企業団体連合、市民団体などにより構成される複数の気候変動政策ネットワークが、複数のイベントを通じて大統領や環境関連の高官に意見書を提出することで、大統領の意思決定に影響を与えたとする見方が適切であることが示唆された。

The purpose of this study is to explain the formation of dynamic policies by using multi-layer network management. This study focuses on climate change policy development (Climate Change Policy Network) to construct a government-market-civil society cooperative relationship.
