项目摘要

本研究の目的は、京都における風致地区制度の適用地域を調査の対象として、風致に対する人々の言説・態度のありさまの多元性や多様性を検証することである。そのための事例として、申請者は嵯峨嵐山地域を対象地域として、3つの課題に沿い、歴史資料の分析と短期の参与観察を中心に調査を行なった。3つの課題は、1)同地域における寺領の所有・利用形態の変遷、2)風致を含む伝統の再評価を行なう地域住民の活動形態、3)風景管理にかかわる政策に対する人々の言説・態度である。本年度は、おもに、課題1と課題2にもとづいて、嵯峨嵐山地域における林政の変化について変遷を追うために、京都府立総合資料館、林野庁京都大阪森林管理事務所、京都府立大学図書館などで、歴史資料や図書の調査を実施した。その結果、嵐山国有林などの風致保全にかかわる発言をしていた林学の専門家・新見波蔵や、嵯峨嵐山地域の小林吉明らの活動を検討して、学会報告にまとめることができた。この調査は、同時代の嵯峨嵐山に於ける地域住民の態度や言説を把握するうえで、同地域に直接・間接的に関係していた専門家の活動を検討することが重要な入口になると考えられるため、重要であった。国有林を管理する旧京都営林局や、地方における林学の教育機関である京都府立京都農林学校に所属する専門家、京都の園芸・造園に関わる業者の論説と、実際の施業や管理の方針を比較検討することには、風致地区における土地の利用と京都府・京都市・嵯峨嵐山地域、各々の都市経営との関係の一端を明らかにし、また、風致林をめぐる自然科学的知見の日本ローカルレベルにおける定着が進みつつあるという事態を実態的に把握するという意義がある。
