The purpose of this study was to examine the real state of affairs of legislation, justice, and administration in the Meiji government related with Eto Shimpei's words and actions. I limited the discussion to the period from January, 1869 to September, 1871. I examined to the evaluation of government leaders to Eto, consistency and change of his words and actions. The following results were obtained:1) I found out drafts of regulations for governmental organizations reform in the documents of Eto Shimpei.2) The documents of Eto Shimpei made it clear that Eto had a political impact on government leaders.

本研究的目的是考察与江户新品的言行有关的明治政府在立法、司法、行政等方面的真实情况。我把讨论限定在1869年1月至1871年9月。我考察了政府领导人对ETO的评价，以及他言行的一致性和变化性。研究结果如下：1)我在东道信比的文件中找到了政府机构改革的条例草案。2)信比的文件清楚地表明，东道信比对政府领导人具有政治影响。
