Research on the necessity of the so-called "three-strikes rule" forrepeated on-line copyright infringers to Japan

通过对国外关于所谓“三振规则”的讨论和运行情况的研究，我发现对侵犯隐私/个人信息的担忧已经得到了解决，同时也有对该制度有效性的批评。为了将“三振出局规则”作为一项反盗版政策引入日本，需要进行仔细的研究，同时也要结合日本国内的情况。

From the study on the discussion and operational situation in foreign countries about so-called “three-strikes rule (disconnect the Internet access of repeated on-line copyright infringers)”, I found that the concern as to the invasion of privacy/personal information has already been addressed, and there is also criticism as to the effectiveness of the system. In order to introduce the “three-strikes rule” in Japan as an antipiracy policy, careful research should beperformed, also in light of the domestic situation.
