Research from a View of the Political History of the Technocrats in the First Half of the 20th Century

本研究从政治史的角度分析了世纪上半叶技术官僚，尤其是土木工程师的政治运动。主要研究结果如下：（1）技术官僚期望两党实现扩大招募和晋升，扩大公共工程项目。（2）阐明了技术官僚不满于其主张未得到实现而自行组织利益集团的过程。

This research analyzed, from a political-history perspective, the political movement of technocrats, especially civil engineers, in the first half of the 20th century. The main results from the research are as follows:(1)It became clear that the technocrats expected the two parties to realize the enlargement of their recruitment and promotion, and the expansion of public works projects.(2)The process that the technocrats became to be dissatisfied with not being materialized their claims, and organize interest groups by themselves, was clarified.
