本年度は三陸沿岸部における津波被災農地の土壌汚染問題に着眼し、コンジョイント分析を用いて消費者の好む土壌の浄化方法や浄化後に栽培された農作物の有効な販売戦略などを明らかにした。津波被災農地で生産される農作物に関する消費者の潜在的な需要を理解することで、被災地域の復興や被災農家の自立を促すことに貢献できる。主要な結論は以下のとおりである。第一に、消費者選好が高く津波被災農地で作られた農作物の価値を上げる土壌浄化方法は、土壌洗浄と植物浄化であった。第二に土壌洗浄と植物浄化を選好する消費者の特性を分析した結果、掘削除去方法に比べ、土壌洗浄方法および植物浄化方法の方が被災地やとりわけ宮城県の消費者からの選好が高まることが明らかになった。そのため、津波被災農地でより付加価値を高め、他地域との差別化を図るためには、土壌洗浄方法や植物浄化方法を除染技術として採用し、販売ルートを被災地域や宮城県にすることが有効である。また分析結果から、土壌洗浄方法および植物浄化方法での除染を選好する消費者の多くができるだけ地元産の農作物を購入したいと考えており、農作物の価値を高めることが明らかになった。このことから、東日本大震災での被災地に関わらず、今後、他の地域で同様な問題が生じた場合の対応方法についても議論ができる。第三に、販売時に消費者に与える農作物に関する状況に関しては、土壌洗浄方法は与える情報量の違いによる需要への影響はほとんどないことが明らかになった。一方で、植物浄化方法においては、農地の情報を消費者に与えることで農作物に関する需要や価値を高めることが分かった。土壌洗浄方法や植物浄化方法は掘削除去方法に比べ、低コスト・低環境負荷な技術である。土壌浄化技術の開発や選択肢を消費者需要から割り出し、除染後に生産した農作物の販売ルートや販売方法まで示すことで農業従事者の恒久的な自立支援につながる。
