项目摘要

本研究は、水源環境保全に関する環境支払いを、責任と費用負担の観点から検討し、望ましい環境支払いの制度設計に寄与することが目的である。最終年度に当たる2015年度は、2014年度に引き続き、本研究の基礎作業となる文献サーベイの実施を行い、EUで行なわれている環境支払いの実態の整理や、環境支払いと生態系サービス支払いとの理論的差異などの把握に努めた。特に対象とする水源環境が農山村に位置していることを踏まえ、水源環境という限定した範囲ではなく、総体としての農山村をどう維持していくかという観点から、ストック概念に注目した上で研究を進めた。水源涵養機能などのフローを生みだす源泉であるストック管理のためには、農山村の再生を検討する必要があること、その上で日本との地形的類似性や自然資源利用の共通性から、オーストリアの環境支払いに学ぶ点が多いことが分かった。現地調査では、2014年度に引き続き、神奈川県の水源環境保全・再生施策に関する現地ヒアリング並びに資料収集を行なった。神奈川県では、大規模な公的管理・公的支援を通じて森林管理を行なっているが、事業終了後、所有者に森林を返還した際の森林管理が課題となっている。持続的な森林管理に向けて、制度を修正しながら森林管理を進めつつ、地域の担い手を育てることで、中長期的な視野に基づいた対策を進めていることが判明した。研究成果の一部は、日本森林学会の『森林科学』において発表を行なった。なお、2014年度同様、中国太湖流域の調査を実施する予定でいたが、調査同行者の諸事情により実施が困難となったため、2015年度は実施しなかったことを付記しておく。

This study aims to discuss the environmental costs, responsibilities and costs related to water conservation, and to design the environmental support system. The final year is 2015 and 2014. Special attention should be paid to the concept of water source environment in rural areas. In 2014, the survey of Taihu Lake Basin in China was scheduled to be carried out. In 2015, the survey of Taihu Lake Basin was carried out.
