项目摘要

高知藩製砂糖の流通構造の解明に取り組んだ。これまで高知藩における砂糖の生産・流通は国産政策への関心から言及され、政策分析が主に行われてきた。しかし、政策論分析に終始している点、分析が利益を上げた局面に偏重している点に課題がある。そこで高知県立歴史民俗資料館寄託の「竹村家文書」を主に分析し、高知藩製砂糖の流通構造の復元、流通の担い手であった砂糖大問屋と国産政策の関係を検討した。以下、藩の施策を三期に区分し、要旨を述べる。Ⅰ期は藩が砂糖生産を掌握する段階である。享和3年には、藩が甘蔗の買付を独占し、公認された製糖業者に売却していた。実際には、藩が製糖業者に甘蔗の購入費用を前貸しし、砂糖を上納させていたと想定される。一方、文化3・4年に大問屋が公認されると、大問屋も前貸しを行い、取得した砂糖を領内の小問屋や、大坂や江戸へ売り捌いた。こうして大問屋を中心とした領内外への流通ルートが形成され、藩に認められていった。Ⅱ期は藩が流通の局面から収奪を始める段階である。文政3年、藩は大問屋が担う砂糖取引に口銀を設定した。領内売り捌きについては、文化13年に藩が認めた問屋口銭とは別に、口銀を定め、領外売り捌きについては、口銀を定めた上で、そのうち15%を問屋の口銭とした。また、文政3年以降、大坂からの要望もあり、領外への売り捌き先は大坂に限定した。Ⅲ期は藩が収奪を強化し、大問屋に代わって領外売り捌きを担う段階である。天保期、藩は徐々に領外売り捌きに関わるようになり、文久2年には大問屋に認めた問屋口銭（領外売り捌き分）を廃止した。これを機に大問屋は領外売り捌きを担わなくなったと想定される。一方、藩は領内売り捌きを専ら大問屋に担わせた。天保13年、藩は甘蔗代銀の前貸しを全て大問屋が行うように命じた。これら一連の施策によって高知藩製砂糖の流通は形成され、藩はそこに吸着していったのである。
