项目摘要

本年度は、幕末維新期における中央政府の海軍や洋式艦船に関わる軍事政策について、それを担当した機関に注目して研究を行なった。幕末期については、江戸幕府が当該期に新設した軍事組織である軍艦方・海軍方の中で会計等の事務を担った役職を検討対象とし、当時の具体的な状況が分かる一次史料を用いて、その職務や組織構造を明らかにした。また、海軍や艦船をめぐる幕府と諸藩との関係性を明らかにするために、金沢や高知に赴いて加賀藩・土佐藩などの史料・文献を調査した。維新期については、まず平成27年度に論文として投稿していた、明治新政府の軍事担当部局である軍務官の戊辰戦争における役割や性格に関する研究成果について、研究の論旨や意義が明瞭になるよう改稿して再投稿した結果、学術雑誌への掲載が決まった。またその続編として、軍務官とその後身である兵部省の明治2年頃の動向を、兵庫に置かれた出張所を中心に検討した。成果は学術雑誌への投稿を目指して原稿化を進めている。さらに、明治新政府が諸藩等から石高に応じて徴収した「軍資金」について、制度的変遷や新政府と各藩との具体的なやり取りを通じて、その性格を分析した。以上の維新期の研究において史料的に重要な位置を占める、国立公文書館所蔵の「公文録」という史料群の性格について、明治4年7月に兵部省内に設けられた「軍医寮」という機関の設置に関する一件文書を題材としながら、火災によって焼失してしまった明治6年5月4日以前の時期の文書の復元方法や特徴を考察した。この成果については、平成29年度中の投稿を目指して原稿化を進めている。

The Ministry of War and the Ministry of Defense have been discussing the situation in the past two years. The results of academic research and contribution are directed to the manuscript. The new Meiji government is divided into various domains, such as Shikoku, Shikoku and Shikoku. The important position of the historical materials in the above-mentioned research period is accounted for. The character of the historical materials group in the "Official Records" held by the National Public Library is examined. The subject matter of a document related to the establishment of the "Military Medical Office" in the Ministry of War in July of Meiji 4 is examined. The method of restoration of documents in the period before May 4 of Meiji 6 is examined. The results of this work are published in the 29th year of Heisei.
