今年度も現地調査、学会発表、アウトリーチ活動、論文掲載と幅広く研究を遂行することができた。現地調査は、社会的排除問題の深刻化していた地域に赴き、資料収集およびインタビュー調査を行った。具体的には、前年度の調査では収集できなかった移民をめぐる社会的包摂に関する資料を収集した。資料より、それぞれの地域で実施された同政策の事業内容や実施期間、予算運用等を明らかにできた。インタビュー調査は社会的包摂の一環として実施された政策の実際について、移民をめぐる社会的包摂もふくめて聞くことができた。こうした今年度の調査、あるいは前年度の調査を通じて、以下の点が明らかになった。ブレア政権は社会的包摂を推進するために、自治体やボランタリー団体との協働に取り組んだ。雇用、地域荒廃、教育をはじめ、様々な次元の社会的排除を解決するには自治体やボランタリー団体との協働が不可欠であったためである。そこで、ブレア政権はアクター間で合意可能な政策目標として、社会的排除問題の当事者の就労支援を設定した。様々な次元の社会的排除に対して、就労支援を軸とする解決を試みることで、ブレア政権は協働を実現したのであった。一方、就労支援を軸とする社会的包摂では解決できない問題も明らかになった。その代表例が、移民をめぐる社会的包摂であった。こうしたブレア政権期の社会的包摂の課題について、日本政治学会で発表した。また、コービン党首の下での労働党の現在について、アウトリーチ活動として一般向け講演も行った。以上の研究成果を踏まえて女性労働者の就労と育児の両立問題についても分析を試み、論文を掲載することができた。この論文では、昨今の日本では女性労働者の就労支援を政策目標にジェンダー政策が展開されていることなどを論じたが、イギリスの就労支援を軸とした社会的包摂と同様の課題が示唆されるものである。
