(地方政府間の保育政策に関する戦略的相互関係に関する研究)2010年から2017年までのデータを用いて、関東・関西の各自治体における0~5歳人口に対する保育所定員の割合(整備率)に戦略性が存在するかどうかの検証を行った。本研究の独自性としては、(i) 2014年における保育政策の大幅な変更、(ii) 2016年における保育所整備に関する政治論争を利用して、両地域の保育所整備の戦略性に関する検証を行った点にある。結果(1)保育所整備の遅れていた関東での整備率が戦略性の拡大により関西に追いついた事、(2)2016年の政治論争は保育所整備の戦略性に正の影響を与えた事が分かった。(世代重複モデルへの人口移動の導入に関する研究)国内経済においては人口移動が地域経済及び地域の持続性に影響を与える事が想定される。本研究では、効用を基準に人口移動が起こるとしている量的空間経済学での議論に世代重複モデルの生涯効用を組み込む事で、この影響の評価を試みている。第一段階として、国勢調査移動人口集計、住民基本台帳人口移動報告の2種類のデータより、人々が生涯効用を評価して人生で1度のみ移住を行う定式化の下で、各都道府県の生涯効用を導出した。第二段階では標準的な仮定の下で、これらの生涯効用が世代重複モデルの先行研究と整合的であるかを構造推計を用いて確認した。結果、第一段階においては大都市のある都道府県にて高い生涯効用が得られる事、第二段階においては既存の世代重複モデルの過程と整合的なパラメータを得る事に成功し、人口移動の定式化の下で世代重複モデルを用いた持続可能性分析への可能性を確認した。(総論)研究の結果、各地方政府の行動に戦略性が存在し、人口移動を通じて各地域が有機的に接続されている事が判明した。これらの結果は、人口減少下の日本における社会の持続性の議論に新たな視点を与えるものである。

(Study on the Relationship between Conservation Policies and Strategies among Local Governments) From 2010 to 2017, the number of conservation centers in Kanto and Kansai with population from 0 to 5 years old was divided (maintenance rate), and the existence of conservation policies was examined. This study focuses on: (i) significant changes in conservation policy in 2014;(ii) evidence of political disputes over the use of conservation facilities in 2016; and (iii) strategic issues relating to the development of regional conservation facilities. The results showed that (1) the development rate of conservation center in Kanto was significantly higher than that in Kansai, and (2) the political controversy in 2016 had a positive impact on the development rate of conservation center. (Study on the Influence of Population Movement on Generational Duplication) This study attempts to evaluate the effects of population movement on population dynamics, population dynamics and population dynamics. The first stage is to evaluate the two types of population movement reports of the National Survey Mobile Population Collection and the Basic Account of Residents, and to formalize the employment of people in the first degree of life. In the second stage, the standard is determined, and the career is repeated for generations. The results show that the first stage of population movement is the success of the process of population movement, and the second stage of population movement is the success of the process of population movement. (Summary) The results of the study, the existence of strategic actions of local governments, the movement of population, and the organic connection between different regions have been identified. The result of this is that Japan is underpopulated and the society is persistent.
