本研究は、国家の国内政治体制や制度が国家間の協力関係にどのような影響を与えるのかを検証するものである。二年目となる本年は、昨年度に引き続きデータを収集し、また収集したデータの分析を効果的に行うため、昨年度に開発した統計モデルを一部修正した。第一に、国家間協力に関するテキストデータの収集に努めた。まず、昨年度に完了できなかったアメリカ合衆国の国際貿易委員会の文書の収集を完了した。加えて、国際連合加盟国がこれまでに締結した全条約の本文と、それぞれの条約について各国の署名年や批准年、改訂年などの情報を新たに収集した。これらのデータの収集には、国際連合のウェブサイト内にある"United Nations Treaty Collection"を利用した。国際連合加盟国の全条約という包括的なデータを用いることで、従来のデータでは捉えきれなかった、よりミクロなレベルでの国家間協力関係のネットワークを構築し分析することが可能になる。残念ながら、条約数が予想よりも多かったため、研究員としての任期中に全てを収集することはできなかったが、今後も継続していきたい。第二に、一年目に開発した統計モデルを、これまでに収集したデータの分析に最適な形となるように修正した。この統計モデルは、文書の特徴を抽出・定量化し、その特徴が時間の経過とともにどのように変化したのかを定量的に捉えるモデルであった。この度の修正で、変化の大小を定量的に評価する要素を付け加え、特に重要な特徴の変化を把握できるよう改善した。この改善したモデルについて、研究員としての任期後ではあるが、2019年1月に京都で開催されたAsian Political Methodology Meeting 2019にて、"Hierarchical Topic Segmentation Model"というタイトルでポスター発表を行った。
