官稲からみた日本律令地方財政組織の特質と展開－８世紀後半から９世紀を中心として－

项目摘要

本年度も前年に引き続き、官稲の用途について研究を深めることで、律令地方財政の特質の解明をめざした。特に、①新任国司給与制度の問題と、②治水政策（池溝修理など）と地方財政との関連の問題に、重点的に取り組んだ。まず、①新任国司給与制度については、法制度と運用実態の両面から、総合的に検討を進めた。その結果、新任国司への給与制度は令規定の制定当初から一貫して、中央政府の明確な管理の下での運用が想定されていたこと、実際の国司への支給は規定に基づいて行われており、財源である官稲（郡稲・正税）はそのための経費として機能していることを明らかにした。また、新任国司給与の財源と「公廨」との関連を検討し、ここでは「公廨」は特定の財源ではなく、国司への供給という支出に即した呼称として用いられていることを指摘した。その成果については、2018年11月・2019年1月に口頭報告を実施したほか、「新任国司への給粮と律令地方財政」と題する論文を執筆・投稿した。次に、②治水政策と地方財政との関係について。本研究では、9世紀の前半に設置された官稲である修理池溝料の特質を中心に、8世紀～9世紀前半の地方における治水政策と財源との関係を、主に制度面から分析した。本研究によって、水利施設修理に関連する関係法令の内容や意義を個別に検討したほか、池溝修理と財源の関係について、修理池溝料の設置にいたるまでの過程を明らかにすることができた。その成果については、2019年2月に口頭報告を実施した。以上、2つの点から検討を深めることによって、8世紀～9世紀前半における官稲の特質について、用途の観点から解明することができた。そして、官稲を財源とした律令地方財政制度が、中央政府の管理下で機能・運営されていることを明らかにした。その他、前年度検討を進めた貢献物条については、本年度も引き続き、論文の執筆に向け研究を進めた。
